These performers are in a class of their own. Covent Garden is an exception because the Market Association pays a large amount of fee to the city government for the license to allow street performers to show their talent. The insurance is considerably easy to get. If you are a performer yourself and wondering how to go about it; just ask any other performer for the address and pay your fee. The audition is very hard to get scheduled but not that hard to get through. Just for the record, the auditions do not take place on weekends. And there is also a purpose behind issuing permits, as there have been cases previously, performers end up being a nuisance somehow either by being odious or unsafe to public.  Although such cases are rare but in such cases the permit is taken away.
